In the United States, California continues to have the most solar energy, followed by Texas, Florida, North Carolina, and Arizona. China was one of the few growing markets this year for wind, the Global Wind Energy Council said. Faster permitting and other improvements in key markets such as Germany and India also helped add more wind energy. The top three markets this year are still China, the United States, and Germany for wind energy produced on land, and China, the United Kingdom, and Germany for offshore. The analysts are predicting that the global industry will rebound next year and make nearly 12% more wind energy available worldwide.

Cities across the eastern U.S. are preparing for a major storm system that will damper weekend plans when it brings torrential rain, high winds and severe thunderstorms to the East Coast. On Sunday, torrential rain is expected for nearly the entire state of Florida. Severe thunderstorms that could bring isolated nocturnal tornadoes in parts of the state, including Tampa and Orlando, are also possible. Heavy rain and strong winds are expected on the Mid-Atlanta coast. The NWS warned, however, that conditions will begin to deteriorate late Sunday into Monday when the storm "brings drenching precipitation and gusty winds to southern New England."

This case requires us to determine whether the same rule applies to police encounters that take place on a bus. The mere fact that Bostick did not feel free to leave the bus does not mean that the police seized him. This court is not empowered to forbid law enforcement practices simply because it considers them distasteful. We therefore believe the district court erred in relying on whether the conduct ‘seriously affect plaintiff's psychological well-being’ ... As for the victims, the government now has license to transfer property from those with fewer resources to those with more.

ATLANTA (AP) — It's a fight over land in one of rural Georgia's poorest areas, but it could have implications for property law across the state and nation. A hearing officer will take up to three days of testimony, making a recommendation to the five elected members of the Georgia Public Service Commission, who will ultimately decide. Railroads have long had the power of eminent domain, but Georgia law says such land seizures must be for “public use." “This is not a taking of necessity from private property owners to serve truly public interests and the public as a whole. The case matters because private entities need to condemn private land not only to build railroads, but also to build other facilities such as pipelines and electric transmission lines.

After Ronald Reagan won the 1980 election, Rosalynn Carter seemed more visibly devastated than her husband. “We developed a partnership when we were working in the farm supply business,” Rosalynn Carter recalled with pride in a 2021 interview with The Associated Press. And yet, electric vehicles are piling up at dealership lots. EV and internal combustion engine (ICE) inventory started the year off at about 52 days' supply, according to Cox Automotive. In the case of a 52 days' supply, if automakers were to stop producing cars today, dealers would be able to keep selling cars for about that number of days before running out. Since January, EV days' supply has skyrocketed while ICE supplies have hovered between 52 and 58 days. EV supply at the start of October was 97 days, down from the peak inventory of around 111 days during early July.

LONDON (AP) — A new exhibition is opening in London to chart for the first time the contributions that Black British culture made to U.K. fashion and design history and to celebrate Black designers who haven't received public recognition. “The Missing Thread: Untold Stories of Black British Fashion" at central London's Somerset House, which opens Thursday, pays tribute to the influence of Black designers in fashion from the 1970s. Curators said that the idea of a display celebrating Black fashion and culture has germinated for some time. But Oldfield — who had a Jamaican father — is rarely referenced as a Black designer, and has never championed Black culture. And that was largely a problem for Black designers at the time,” Ibi said.

The U.S. Coast Guard apologized on Friday for covering up scores of documented sexual assault and harassment cases that took place at the service’s academy, and failing to properly investigate or discipline those accused in dozens more cases over a span of nearly two decades. According to Senators Maria Cantwell of Washington, the panel’s chairwoman, and Tammy Baldwin of Wisconsin, an internal Coast Guard review called “Operation Fouled Anchor” determined that 62 incidents of rape, sexual assault and sexual harassment either took place at the Coast Guard Academy in New London, Conn., or were committed by cadets during those years. Those cases may only be part of the problem. According to the letter, Coast Guard officials told senators during the briefing that their internal inquiry had yielded another 42 cases of rape, sexual assault and sexual harassment that were never properly investigated. The letter said officials also revealed what Ms. Cantwell and Ms. Baldwin called a history of leaders who “discouraged survivors from filing formal complaints or otherwise disclosing their assaults.”

CNN —The Biden administration will announce nearly $300 million in Bipartisan Infrastructure Law funding to repair and replace bridges across eight states and the District of Columbia Thursday, closing out its three week “Invest in America” tour highlighting legislative achievements under President Joe Biden. Vice President Kamala Harris will make the announcement at the Arland D. Williams Jr. Memorial Bridge, which connects Washington, DC, to Northern Virginia and will receive $72 million in funding for repairs, the White House said. According to a fact sheet shared with CNN, the bridge serves over 88,000 vehicles per day. Thursday’s announcement marks the last stop on the administration’s “Invest in America” tour, which Biden launched last month by touring a semiconductor manufacturing plant in Durham, North Carolina. Per an administration official, 20 representatives from the Biden administration traveled to over 50 cities across 25 states during the tour, highlighting $435 billion in funding for 23,000 infrastructure projects in 4,500 cities and towns across the US.
[1/2] U.S. Senate Republican Leader Mitch McConnell (R-KY) speaks during an event to tout the new Brent Spence Bridge over the Ohio River between Covington, Kentucky and Cincinnati, Ohio, near the bridge in Covington, Kentucky, U.S., January 4, 2023. That's the opposite of what the White House thinks voters want. In a stark sign of the Republican divisions that the White House hopes will work to their advantage, Trump endorsed McCarthy on Wednesday morning, while lobbing a racial slur at McConnell's wife. Biden and McConnell were joined by Senator Sherrod Brown of Ohio, former Ohio Senator Rob Portman, Kentucky Governor Andy Beshear and Ohio Governor Mike DeWine. McConnell was among a handful of Republicans who voted for the infrastructure law while many House Republicans including McCarthy opposed it.
McConnell wants to get credit from voters in his home state of Kentucky for the spending project, while Biden wants to highlight the on-the-ground impacts of lawmakers working together. That's the opposite of what the White House thinks voters want. Democrats' unexpected success in the last midterms shows "the American people said very loudly and clearly they wanted us to come together and work for a common ground,” White House press secretary Karine Jean-Pierre told reporters on Wednesday. The two will be joined by Senator Sherrod Brown of Ohio, former Ohio Senator Rob Portman, Kentucky Governor Andy Beshear and Ohio Governor Mike DeWine. McConnell, of Kentucky, was among a handful of Republicans who voted for the infrastructure law while many House Republicans including McCarthy opposed it.
